Profit tax as a means of competition?

This month Shell announced that it does not pay profit tax in the Netherlands. Or rather, Shell admitted that Dutch newspaper Trouw was right: the company has not paid profit tax in the Netherlands for years. How is that possible?
McLean (Head of Taxes at Shell) explains: “It is a natural consequence of the Dutch tax system (…). That system is very effective in attracting head offices of multinationals and that is good for the Dutch economy. But it has consequences for profit tax. If you design such a system, you shouldn’t be surprised at the consequences”.
