In a letter addressed to European Commission President Ursula von der Leyen, the groups urged action to comply with international law and to stop Europe’s support for the illegal settlement enterprise and its underlying abuses.

In July 2024, the International Court of Justice determined that states have an obligation to prevent and abstain from trade and investments that assist in maintaining illegal settlements. Yet, despite EU consensus about the settlements’ illegality and their link to serious abuses, the EU continues to trade and allow business with them.

Current EU policies fail to comply with member states’ obligations under international humanitarian law. It’s time for decisive action.

We call on the Commission to immediately take the following actions:

  1. Issue a strengthened business advisory
  2. Introduce legislation to ban trade with and investments in settlements.
